Best practice for monitoring db table updates

I have a question 1) I have one table which will contain some rows (inserted by some other process after completing some work) 2) I need to make a process which will pick those rows, do some logic and then update an other system on REST.

Please suggest what is the best practice, Daemon or MQ? message queue? or any other best practice used for this thing.
